The fourth largest city in Hestial, the port city of Skepshire is the most populous urban center on the western coast and boasts many amenities and resources. Generally used as a port of call as opposed to a final destination for sea vessels, Skepshire is an integral resource for seafarers traversing this region of the Endless Ocean.

Skepshire is located on the western coast of Hestial. With the coast line to the north and the south surrounded by prominences of land, the city of Skepshire possesses a natural harbour protecting anchored ships from the effects of weather.
The district of Skepshire is 56 km2, while the outer city walls enclose an area of 24 km2. There are no significant bodies of freshwater within the borders of Skepshire, with their potable water supply being provided by an underground aquifer.
Skepshire’s climate is temperate. The summer months are typically dry, with an average of only one in five days receiving precipitation. In contrast, precipitation falls during nearly half the days from fall through spring.
Skepshire is the commercial focus of western Hestial. While it does not produce or manufacture many goods for export, a large amount of cargo passes through the port, as well as being funneled from the country’s interior along the Trader’s Road, which leads from Skepshire to the capital.
Skepshire is governed by the Archduke Derik Valois, Warden of Skepshire. He is the titular head of the City Watch, the municipal force that polices the streets of the city and enforces its laws, although in practical terms most of the responsibilities of the Watch are delegated to the Chief Constable. The streets are patrolled in shifts by almost 200 Patrol Officers at all times of the day and night.
Offenders to the law of the land are brought before a magistrate of the courts for sentencing.
Taxation of land and business owners occurs and funds civil works as well as being forwarded to the capital for the national treasury.

Gates: Two enchanted, permanent magic portals can be found within the Mage Guild Compound. For a fee, travelers and merchants can make use of this amenity to be instantly and safely transported to either Haveed, the capital of Hestial or to the metropolis of Alnaz, which is the capital of Kardiam. Detection spells and enchantments are numerous, and it is said that smuggling items through the gates is nigh on impossible.
Tower: The residence for the members of the Mage Guild, this communal housing structure includes a common eating area, baths, a private library and an extensive garden and is also the tallest structure in Skepshire, and can be seen from almost any point in the city. It is not accessible to members of the public.
Shops: Run by members of the Mage Guild, products sold by these establishments have the reputation of being synonymous with quality. Even if one is unable to find the ingredient, potion, or scroll they are looking for on the shelves, the shopkeepers will be only too happy to order the product from a shop in another city, or put in a custom order for that enchanted item you’ve been dreaming of.
Contract Office: Mages can be hired by the hour, day or week at the contract office. The cost of hiring them can be found on the Pay Rate Table, and they fall into either the professional or expert classification. Mage Guild contract workers cannot be hired for jobs that involve combat or that appear to be high risk.
Skepshire Hospital: A branch of the Healer’s Collegiate operates a facility in the magic quarter and provides free medical treatments to those who seek it out. While able to heal injuries and alleviate the symptoms of illnesses, patients are frequently upset to learn that the regeneration of lost appendages, or the outright cure of a disease are commonly beyond the healers’ ability.

A military force of 550 soldiers are permanently garrisoned in Skepshire, and their duties nominally include manning the walls and gates of the city and investigating offenses that occurred outside the city limits. They are a separate entity from the City Watch, and their duties and jurisdictions generally do not overlap.

Wharfside Slums, located between the Docks and the outer city walls, this rundown and dilapidated neighbourhood features low-income housing and establishments of questionable repute. Even the City Watch is said to avoid it after dark.
